The city of Athens, GA, where University of Georgia resides, always want to consolidate with its host county- Clarke County. There were 4 votes held for this issue. In each of the first three votes, the city approved the consolidation while the county (the city of Athens excluded) always opposed it. In the last votes, the rule of voting was changed so that in counting county votes, votes from the city residents would not be excluded (so basically the Athens citizens voted both for their city and their county). However, it turns out this time the people outside of the city are more willing to consolidate and the votes would have passed anyway had not the rule been changed. The consolidation happened in 1991, and now only one unified government takes care of the city of Athens and the county of Clarke.
