[非洲]乌干达可能（或可能会）增设更多的区县 [复制链接]

乌干达现状分为111个区（district），167县（county）。多数是1区1县。2014年普查时，县（county）一级还有22个市（municipality）
已确定，2016年新增了若干个新的市（municipality），尤其是首都坎帕拉郊区新增了好几个人口二三十万的市。
有消息指，乌干达政府在2016-2019年间将增设更多的区（可能是county提升为district）。

乌干达1989年时为33个区（district），此后多次增设。2010年增设一批后为111个区和首都坎帕拉市。

下面1楼的报道是2015年8月的网页，提到乌干达2016年7月（自2000年后，乌干达新设的区都是在当年7月1日生效）将新增4个区。
包括
卡加迪区Kagadi ，分 基巴莱区（ Kibaale，西部地理区，属布尼奥拉王国）设。
卡库米罗区 Kakumiro ，分 基巴莱区（ Kibaale，西部地理区，属布尼奥拉王国）设。即基巴莱区原3个county 各设一县。
鲁班达区 Rubanda ，分自 卡巴莱区（西部地理区，属基盖济，最西南部）
奥莫罗区 Omoro，分自古卢区。古卢是乌干达北部的中心城市。
该新闻说，很多地方都需要新增区县，但基于财政考虑，需要分批次设立。其他的要排到后面的年份。

但后面的新闻也可能表明，可能要2017年7月才会设立这4个区。详细不明。

Cabinet confirms creation of four new districts

Current Local Government Districts in Uganda
Cabinet has agreed to create and operationalise four new districts by 1^st July2016. The districts include Kagadi which comprises the counties ofBuyaga east and West; Another district is Kakumiro which has twocounties of Bugangaizi west and east and both districts are being curvedout of Kibaale district.
The third district is Omoro which will comprise of only Omoro Countyrepresented by deputy Speaker Jacob Oulanya and will be curved outof  Gulu district. Rubanda County [Kabale district] represented by stateminister for economic monitoring Henry Banyenzaki is also beingproposed to begin operating by this same time.
The same cabinet approved more districts to be created in subsequent years as hereunder:
Districts to be created July 2017  include, according to the list:Namisindwa [from Manafwa], Pakwach district represented by StateMinister Fred Omach [Jonam county] which is being curved off Nebbidistrict], Butebo district [Butebo county] of Palisa district, Rukigadistrict [Rukiga county] of Kabale district, Kyotera district [Kyoteracounty] of Rakai district and Bunyangabu district [Bunyangabu countyrepresented by Adolph Mwesige] of Kabalore district.
Districts to be created July 2018  include Nabilatuk district fromNakapiripirt, Bugweri district of  [Bugweri County] of Iganga district,Kasanda district [Kassanda county] of Mubende district, Kwania district[Kwania county] of Apac district, Kapelebyong district [Kapelebyongcounty] of Amuria district and Kikuube district [Buhaguzi county] ofHoima district.
Others to be created in July 2019 are  Obongi district, Kazodistrict, Rwampara district, Kitagwenda district, Madi Okollo districtand Karenga district to be curved off Kaabong district .
Local government Minister Adolf Mwesige said that the districts havebeen granted in stages because of financial constraints. He noted thatin total, to run a district every financial year, it required not lessthan 16 billion shillings  and that by 2016, the available resourceswill only cater for four districts of Kagadi, Kakumiro, Rubanda andOmoro while others will have to wait as proposed.

A leaked draft proposal to Cabinet confirms the creation of more 21 new districts, apparently brought in fulfilment of president Museveni's campaign promises to bring services closer to the people.

If this proposal is approved by Parliament, the number of districts will shoot to 133, from the current 112 all in the name of improving service delivery.

下面这则来自2016年10月份。他提到了其中一个在2017/2018财政年将新设的区（Kyotera district），现在他是中央地理区拉卡伊区Rakai 下属的3个县（county）之一。

Kooki is an integrated part of Buganda but autonomous under Kamuswaga.
Starting with 2017/2018 financial year, Kyotera district shall be in
place covering Kyotera and Kakuuto counties. God willing by 2021,
Kyotera may be a municipality. So Kooki traditional institution and
Kooki or Rakai district shall be one. As a Munnabuddu, resident in
Mawogola marrying a Mukooki, l have an interest in Kooki. But l think
Kabaka is more popular than Kamuswaga in Kooki. l think Kamuswaga and
his institution has no capacity to ban Luganda and Buganda anthem in
all schools and public places and institutions, unless if the center
is interest. Like the rest of Buganda, Kooki is multi tribal, as the
spokesperson has stated, of indigenous Bakooki, immigrant Baganda,
Banyankore including Bahima, Banyarwanda both Bahutu and Batutsi,
Baziba, neighbours from Tanzania, who are also numerous in Buddu,
etc...The best is for restoration of Buganda Government where Kooki
Government will be autonomous.

这是维基乌干达县（county），比区（district）低一级。

这个列表中，虽然没有增加我顶楼提到的4个新的区。但是已经比2014年人口普查时多出了不少新的县。

1区1县的意义在哪？

一般说来是这样
区是联邦派出单位，县是地方自治单位。
