另外我一直不清楚councils到底算是什么。

是说明还有两个未设置（非法人）的区域。

那么就是说新南威尔士州有130（或129）+2个区划单位？

区议会就是地方政府的意思。悉尼市议会，就是悉尼市政府。

请比照中国的居民委员会这个名称。
还有建国初期，人民政府有一段时间也不叫政府，而是叫人民委员会，革命委员会。
更可以参考苏维埃时期，汀州市苏维埃，公略县苏维埃。

悉尼市议会，就是悉尼市苏维埃的意思，也就是悉尼市政府。

现在，就剩下西澳州了。

这次合并发生在去年，2016年5月12日，澳大利亚新州贝尔德政府宣布市议会合并方案，在悉尼和新州范围内创建19个新的市议会。该政府还表示，在市议会合并的诉讼结果公布后，还将合并另外9个市议会。

新州州长贝尔德（Mike Baird）表示：“在过去一个世纪以来最全面的地方政府改革将从今天（周四）开始，而改革结果就是19个新市议会的产生。”新州政府给各个新市议会指定了托管人和临时总经理，他们将于2017年9月进行选举，这比那些没有合并的市议会的选举晚了一年时间。

地方政府厅长图尔（Paul Toole）表示，合并后当地居民在新市议会地区的生活还是和之前一样，所有的服务照常运行。每个新市议会将获得1000万元以满足合并的成本，外加1500万元对新社区基础设施建设的投资。

图尔表示：“新的市议会和社区将决定他们想如何来花费各自的社区基金。这些钱可以投入到像是游泳池、图书馆、运动场、停车场扩容或是青少年运动团体的项目中去。”

但是贝尔德政府同样有意回避了有争议地区的市议会合并事宜。澳洲副总理乔伊斯（BarnabyJoyce）在温莎（Windsor）地区的议席正面临着一场恶战，他极力反对合并塔姆沃斯（Tamworth）和威尔加（Walcha）市议会的提案。作为改革的一部分，贝尔德还表示，将有新的法规来控制房地产开发商对市议会的影响。
