It cannot be totally claimed as a colony of USA now,
since USA has given the chances to Puerto Ricans to have referendum
to choose if they want to be indepentant or the 51th state of USA.
However, they had chosen to keep on this stituation.
Puerto Ricans already have the right on the self-governing
and most of the rights that other USA citizen have
(excluding the rights of voting for president of US and of representative in US Congress).
Most of colonies when had the chance to vote for their fulture.
As Puerto Rico had finished this step and get the self-governing,
I think it had finished the decolonization.
HK was also a colony of UK, but Hongkongers did not have this chance.
HK was just hanged over from UK to PRC to be a colony of PRC.
