Richard Forstall drew my attention to an item David Johnson's Russia List, reporting the merger of two subjects. Perm' region and Komi-Permyak autonomous province voted to merge in a referendum held on 2003-12-07. A constitutional amendment was passed by the State Duma on 2004-03-19, and by the Federation Council on 2004-03-24, according to the Moscow Times. The newly created federal subject will be called Perm' territory (kray). Its capital will be Perm', and it will be officially created on 2005-12-01. I will give the territory a HASC code of RU.PE. (Paraskevas Renesis pointed out the effective date for me.)
While investigating this item, I learned that Tyumen' region and Yamal-Nenets autonomous province are taking steps towards merging, possibly in 2005. Another report from 2003 says that Chita region and Aga Buryat autonomous province have expressed a desire to merge.
A previous item on the Russia List predicted that there would be many mergers of federal subjects after the next presidential election (2004-03-14). Gennady Seleznev, the speaker of the Duma, wants to reduce the number of federal subjects from 89 to 40, and eliminate the federal districts (probably meaning the federal okrugs).
Five mergers had been proposed at that time.
Komi-Permyak autonomous province with Perm' region to form Perm' territory
Ust-Orda Buryat autonomous province with Irkutsk region to form Irkutsk territory
Arkhangel'sk region, Murmansk region, and Nenets autonomous province to form a subject for which several names have been proposed: Northern territory, Arctic territory, or Pomor-Nenets republic
Krasnoyarsk territory, Taymyr autonomous province, and Evenk autonomous province to form Siberian republic
Tyumen' region, Yamal-Nenets autonomous province, and Khanty-Mansiy autonomous province to form Tyumen' territory
Mr. Forstall also mentioned that there is some evidence that mergers between Moscow city and region, and between Saint Petersburg city and Leningrad region, may occur before long.
