In the Philippines, regions (Filipino: rehiyon, ISO 3166-2:PH) are administrative divisions that serve primarily to organize the 60 provinces (lalawigan) for administrative convenience. Most government offices establish regional offices instead of individual provincial offices, usually (but not always) in the city designated as the regional center.
The regions themselves do not possess a separate local government, with the exception of the Autonomous Region in Muslim Mindanao, which has an elected regional assembly and governor.
这明确了一点:
除了棉兰老穆斯林自治区外,其他大区没有单独的政府,但是有对应中央各部门的行政机构,这些机构的所在地就是大区行政中心
