France: Overseas departments and territories
France d'Outre-Mer
Status
All citizens of the Overseas entities are entitled to similar full French citizenship as Metropolitan citizens.
I.Overseas departments (Départements d'Outre-Mer - DOM)
1.Guadeloupe
2.French Guyana
3.Martinique
4.Réunion
all have the same status as Metropolitan departments (except
for a few local exceptions - generally fiscal). They are
therefore administrated by a préfet and one or more
sous-préfets representing the French government, and ruled by
a Conseil Général (General Council) constituted of Conseillers
Généraux (General Councellors) elected by universal suffrage
on a local scale.
Each of the four DOMs constitutes a Region.

II.Overseas territorial collectivities (Collectivités territoriales d'Outre-Mer)
1.Mayotte
2.Saint-Pierre-et-Miquelon
have almost the same status as the DOMs, but without Region
status. The definitive status of Mayotte is still unresolved
since the island is revendicated by the Republic of Comoros.

III.Overseas territories (Territoires d'Outre-Mer - TOM)
TOMs have a higher level of local authonomy.
1.French Polynesia has a territorial assembly and a
high-commissionner representing the French Republic.
2.Wallis-et-Futuna has also a territorial assembly and a
senior-administrator representing the French Republic.
3.French Austral and Antarctic Territories have a senior
administrator representing the French Republic.

IV.New Caledonia
New Caledonia was fromerly a TOM and became in 1998 a special
autonomous entity within the French Republic,with an executive
and legislative capacity of its own.
