DIGOS CITY, Davao del Sur, Mar. 15 (PIA) -- Thedivision of Davao del Sur in two provinces and the creation of a newprovince to be named Davao Occidental will "very, very soon berealized," said Gov. Douglas Ra Cagas.
Cagas told the Philippine Information Agency that a plebiscite wherethe province’s constituents would participate to decide on the matter isexpected to be conducted towards end of this year.
The governor divulged that the creation of Davao Occidental Province would take effect by 2013.
Davao del Sur House representatives Marc Douglas IV C. Cagas andFranklin P. Bautista jointly sponsored House Bill No. 3644 seeking forthe division of the province into two and for the creation of DavaoOccidental Province.
In the House Bill explanatory note, Cagas and Bautista elaboratedthat the creation of the new province “primarily intended to hasten theeconomic and social progress of the municipalities comprising theproposed province.”
Davao Occidental shall comprise the Municipalities of Malita, Sta.Maria, Don Marcelino, Jose Abad Santos and Sarangani. The proposedcapital town is Malita.
Davao del Sur shall embrace the towns of Malalag, Sulop, Kiblawan,Padada, Hagonoy, Matanao, Bansalan, Magsaysay, Sta. Cruz and Digos asthe Capital City.
The House Bill explained that the “slow pace development” in theareas to compose the proposed province has pushed for the“decentralization and establishment of a wider range of betterpossibilities and access to governmental programs and services thatdirectly cater to the inhabitants of these municipalities.”
Another purpose raised is for the “respective seats of government tobe nearer, accessible, and more responsive to the needs of theirrespective constituents.”
The Congressmen further elaborated that the creation of DavaoOccidental province would also “accelerate political, social andeconomic development due to closer supervision by the new provincialofficials and imbibe the spirit of self sufficiency and self-reliance.”
They added that the move would “revive the pride of our people who have long dream of autonomy.”
Cagas is currently covering the 1st District, while Bautista handles 2nd District.
Earlier, Davao del Sur provincial information office has reported inits press release that the Bill was on its 3rd reading in the 15thCongress as of last month. (PIA-11/Carina L. Cayon)

DEBATES on the proposed law to create the new province of DavaoOccidental were recently closed after the Senate passed the bill on itssecond reading.
The proposed province will be composed of the municipalities of Sta.Maria, Don Marcelino, Jose Abad Santos and Sarangani, under House Bill4451 sponsored by Senator Ferdinand Marcos Jr.
Its capital would be Malita, a municipality with a population of106,135 and an area of 88,337 hectares. It has the largest populationnext to Digos City, capital of Davao Del Sur province.
If approved, a new Davao del Sur will now be comprised of the townsof Malalag, Sulop, Kiblawan, Padada, Hagonoy, Matanao, Bansalan,Magsaysay, Sta. Cruz and Digos as the provincial seat.
A counterpart bill in the House of Representative was passed in May last year.
Marcos cited Davao del Sur’s sprawling land area of 3,934 squarekilometers as hindrance for the Provincial Government to serveefficiently.
"The distances of Digos City, Davao del Sur's provincial capital,from other municipalities in its second congressional district arefar-off that impairs the effective delivery of basic services to theconstituents, as well as the access of its locals to governmentoffices," he said.
For instance, the town of Sarangani takes about 10 hours by boat toreach the municipality of Malita, the proposed site of the new provinceof Davao Occidental, and about three hours from the municipality ofMalita to Digos City, he said.
Citing data from the National Statistics Office, Marcos said theproposed Davao Occidental has a population of 293,780, which is morethan the 250,000 population required by the Local Government Code.
It also has a land area of 2,183.97 square meters as certified by theLand Management Bureau, which is above the 2,000 square kilometersminimum requirement.
The average annual regular income of the province, for 2008 and 2009,is P113,220,081.44, way higher than the minimum requirement of P20million. (Virgil Lopez/Sunnex)

那么，他的大区就是我们的地区，
省、市就是我们的县、市（市、县分离时期），他们的市似乎是切省设立的，地理上还算在省里，行政上则分开，
菲律宾还在热衷分省和设市，就是相当于我们过去分县和切块设市。

MANILA, Philippines (UPDATED) – A new province to be called Davao Occidental in Mindanao has been created 4 months before the midterm polls, but the election of its provincial officials will be unlikely until 2016.

Republic Act 10360, which carved out the new province from Davao del Sur, was signed by President Benigno Aquino III on Jan 14. It will take effect 15 days after it was published in newspapers on Monday, January 21.

Proponents of splitting Davao del Sur into two provinces originally expected the law to be passed and a plebiscite for its approval held by the end of 2011. It would have paved the way for the election of Davao Occidental’s own governor and other provincial officials and a lone congressman in May 2013.

However, the Senate approved the bill only in October 2012, and the final version of the charter signed just as the election period for 2013 had officially started.

RA 10360 says a plebiscite should be conducted by the Commission on Elections (Comelec) “within 60 days from the effectivity of this Charter,” or within two months from February 5. “The first set of officials of the Province of Davao Occidental will be elected in the next national and local elections following the effectivity of this Charter.”

Earlier, the Comelec, as a policy, decided to postpone until after the May 13 polls all the plebiscites that had been scheduled. They included the conversion of Cabanatuan in Nueva Ecija from being a component city into a highly urbanized city that would have created its own legislative district, and the creation of Barangay Paglaum in Bacolod City.

In an interview with reporters on Tuesday, January 22, Comelec chair Sixto Brillantes Jr said no elections will be held in the newly created Davao Occidental.

“We cannot hold an election on a divided province, because the prerequisite is, there has to be a plebiscite. We have a previous resolution. We are not holding any plebiscite before May 13, 2013," Brillantes said in a mix of English and Filipino. (Watch video below)

这个Davao City是什么地位？图上与省是平行的。

达沃市也不能说与省平行，地位上还是比省低一级，属于市级的。但他属于Highly Urbanized City（HUC），这种市通常只在地图上画在一个省里，实际上省完全管不着，也不参加省的选举。

达沃市还有一个不同的是，他的面积很大，全菲律宾第一大，跟一个省差不多。而且他的位置又特殊，刚好在几个省中间，不像其他的HUC，单独画出来不“美观”。所以很多地图，是把达沃市单独标出来。
印象中，是有资料把达沃市好像是列在南达沃省。

菲律宾有大概33个HUC，其中一半位于马尼拉首都大区，因为马尼拉首都大区不设省的，所以不管人口多寡，成了当然的HUC。

省的面积相当于县的面积

这几个省和达沃市可以合并为 达沃直辖市。。。。

根据位置来说，南达沃、西达沃换换，更合理。
